REPORTING

The signatories of the Agreement will have to provide information on its application within their sector for the first time in 2008 and every two years from then on.

Article 7 of the Agreement requires information to be collected at site level and consolidated before being communicated to the NEPSI Council. For this purpose, a reporting format was developed and included in the Agreement as Annex 3 (see right column). This format allows each of the 15 signatory EU sector associations to provide the NEPSI Council with quantitative data on the application of the Agreement after it has been collected and consolidated from site to EU sectors level. 

Consolidated EU sector level reports will form the basis of a Summary Report on the application of the Agreement to be addressed to the EC, the Member States and the authorities responsible for health and safety. An Executive Summary may be made available to the public.  

In order to facilitate the route towards 2008 reporting as the next significant step in the Application of the Agreement, the NEPSI Council decided that an online reporting system will be created in order to ensure a harmonised reporting procedure, collection of data and therefore coherent results. Such a tool will allow minimising the reporting effort and consolidation workload for sectors totaling thousands of sites and ensuring that the same instructions and guidance on reporting are provided to all, from the signatories at European level to each site applying the Agreement. The online reporting system will be available for use by the end of January 2008.  

2007 Preliminary Report on the Application of the Agreement

In 2007, the NEPSI Council decided to issue a Preliminary Summary Report on the status of application of the European Social Dialogue “Agreement on workers’ health protection through the good handling and use of crystalline silica and products containing it” within the signatory industries in order to maintain the proactive efforts initiated at negotiation stage to ensure an immediate and efficient dissemination of the Agreement. Therefore six months after entry into effect, information on the efforts already achieved towards full application of the Agreement and its transposition at national level was collected.

2008 Report on the Application of the Agreement

In June 2008, the NEPSI Council adopted its first Summary Report on the status of application of the European Social Dialogue “Agreement on workers’ health protection through the good handling and use of crystalline silica and products containing it”, including quantitative data on the application within each signatory sector collected and consolidated through the online reporting system.
